Export Controls & the Chip War
Compute as statecraft: the US–China technology conflict.
You're looking at a concept explainer: what this term means in plain English, and the records it ties together.
Since October 2022 the US has restricted China's access to advanced AI chips (H100-class and up), the tools to make them (EUV above all) and, over successive rounds, the workarounds (A800/H800 banned 2023; HBM and more tools 2024). Consequences run through this whole database: compliance chips, SMIC's DUV 7 nm push, Huawei's rise, DeepSeek's efficiency engineering, and a policy debate — hawks citing security, critics arguing controls accelerate Chinese substitution. The 2025 policy turn added tariff-era deals allowing some H20-class sales with revenue shares — the rules keep moving, and records here date every claim.
